Ambassador (ret.) Larry C. Napper, a graduate of Texas A&M, had a distinguished career in the U.S. Foreign Service with repeated assignments involving the Soviet Union and later Russia and its neighbors. During his 31 years of  government service, Napper was the U.S. Ambassador to Kazakhstan, to Latvia and also served as Director of the State Department’s Office of Soviet Union Affairs. He currently is a Professor of Practice at the Bush School.
